Why A Dilawan Parliamentary Is Better Than A DDS Presidency

CNN Philippines

It's really something when people are spending SO MUCH TIME arguing over who should be the president. Some argue #LetLeniLead believing that she is better to lead the nation because she has the "Tanging Ina" type of leadership. Others argue that it should be Sara Duterte-Carpio whose husband is a nephew of former Ombudswoman Conchita Carpio-Morales. Though, that if I told you that I'm actually not going to mind if the Dilawans will win again but only if we were in a parliamentary system? Again, the Dilawans should do research and see that the Top 10 best countries are PARLIAMENTARY. If anything, Dilawans probably failed to get the context of the late Ninoy Aquino's speech in Boston that the Marcos Years was not a real parliament. Ninoy prior to his assassination revealed much about the Marcos dictatorship such as how the "parliament" was not a real parliament. In From Third World to First - the late Lee Kwan Yew called the late Cesar Virata as what would be a sitting duck and a prime minister in NAME ONLY.

As much as (for some) it's a nightmare and a dream come true (for some) - here's what's with the parliamentary form of government. The features of having a Westminster Parliamentary system would go this way. Let's say elections have gone and the Liberal Party gets voted. When people vote for Liberal Party then members of #OtsoDiretso are straightly voted into the parliament. However, the Opposition party ends up in the hands of PDP-Laban with Sara as the head contender. Sara, a candidate for the position of prime minister, is chosen by the party to lead. Leni Loud as a candidate for prime minister is chosen by her party too. So, let's say that we've got two new leaders - Prime Minister Maria Leonor Gerona-Robredo and Opposition Leader Sara Duterte-Carpio. The roles are more formalized and Leni Loud gets a deputy from her side.

Let us assume that we have the #LetLeniLead Government vs. the #RunSaraRun Opposition. Leni Loud appoints her Cabinet. Now, Sara must also appoint her very own cabinet. Both of them are to duke it out at the weekly question hour. In a DDS presidency, people will have to wait for the SONA of President Sara Duterte-Carpio. However, in a parliamentary, people will get to see Leni Loud and Sara duke it out every week to discuss solutions. Leni Loud's ministers must face off against Sara's shadow ministers. Each one of them is allowed only 7.5 minutes each in the weekly debate. There will be more open transparency, especially to planned government projects. If Leni Loud wants to build an expressway from X to Y then she must open it up with the Opposition. The Government and Opposition must face off against each other in a debate. The Dilawan government will be forced to switch from theatrics to long-term solutions. In short, Leni Loud can't do any of her pa-epal antics or even call Kathniel to bail the Liberal Party out during debates.

The two-way party system is that the Dilawans will be forced not just to do good but to do better. I don't really care if Leni Loud were prime minister. I'm only scared if Leni Loud were president. I don't want Sara as president. I would rather see Sara as a member of a parliament - not necessarily a prime minister. It's because in the parliamentary system - even the Dilawans will be forced to do better!
