Duterte fired Manuelito Luna for meddling in Leni Loud's Angat Buhay Program. Is it wrong for her to be involved? No, we need all the help that we can get. However, what becomes wrong is that COVID-19 has been politicized ever since last year. Both DDS and Dilawan have been at each other's throats.

Here's a list of Leni Loud's recommendations. I can't decide if she's really being loud or being helpful at the moment. Theoretically, I think trying to increase the COVID-19 testing is a good thing. We really need better tracing, more medical personnel, more medical supplies, and to increase the vaccinations to at least 750,000 per day to achieve herd immunity. Now, it's time to really wonder how in the world does she intend to do this? Unfortunately, the presidential system is really always leaving people with "NGA-NGA" instead of real answers. The presidential system doesn't even have a clear role for the government and the opposition either. Right now, I wish Leni Loud would expound on how she plans to get it along. The problem is there's NO weekly question hour in the presidential system.
However, that's not a problem in the parliamentary system. It's because there's the weekly question hour. The roles of the government and the opposition are more well-defined. Let's just think of another flow of the parliamentary is what if we have Duterte as the prime minister and Mar Roxas as the opposition leader. That would make Alan Peter S. Cayetano the deputy prime minister and Leni Loud the deputy opposition leader. In the parliamentary, both sides must explain their plans. Leni Loud isn't only required to make suggestions - she must explain HOW to carry out her suggestions. She and her fellow opposition members must explain how they expect to do Leni Loud's plan to help releive during the pandemic.
